DESCRIPTION: The United States (U.S.) Army Contracting Command, Rock Island, (ACC-RI) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking to identify potential U.S./Canadian sources who are capable of manufacturing and delivering sixteen small caliber ammunition items or configurations consisting of 5.56mm, 7.62mm, and Caliber .50. The nomenclature for each item is listed below. These cartridges (ctgs) are identified by a unique Department of Defense Identification Code (DODIC) that describes the caliber, cartridge type, and the method of pack out. Each DODIC will reference a Distribution D/Controlled Unclassified Information FEDCON Technical Data Package (TDP) that defines dimensional, material, performance, and test requirements for each cartridge. Maximum yearly quantities for all DODICs within a caliber family of ammunition can be roughly broken out as follows: 65,000,000 of 5.56mm, 50,000,000 of 7.62mm, and 20,000,000 of Caliber .50 for each of the five years within the Fiscal Year (FY) 26-31 Period of Performance (PoP). Anticipated maximum contract PoP quantity is 675,000,000 cartridges for all families of ammunition in any DODIC combination.

All components, with the exception of tracer bullets, must be obtained within the U.S. and Canada. Interested firms should identify sources of supply and the country of origin of the constituents that make up the components being acquired. Approval to use Lake City Army Ammunition Plant (LCAAP) as a place of performance and/or approval to use Government property and equipment at LCAAP will not be granted by the Government for this acquisition. However, the Armament Retooling Manufacturing Support (ARMS) tenants at LCAAP may be used on this acquisition if the appropriate ARMS approvals have been granted.

Distribution Statement “D” means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology). These TDPs/Specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties.  Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDPs/Performance Specifications. TDPs/Performance Specifications will not be provided at this time.

PLANNED ACQUISITION:  The Government is seeking interested sources to fulfill FY26-31 requirements.

SUBMISSION INFORMATION:  Interested U.S./Canadian firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by providing the Government: 1) A brief summary of its company’s capabilities, facilities, personnel, and past manufacturing experience, and 2) Monthly production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities.  Information shall be provided electronically to Mark Stevens at mark.d.stevens.civ@army.mil and Ashley Hixson at ashley.n.hixson.civ@army.mil.  Offerors are instructed to include “Small Caliber Ammunition” as the subject of their response.  Please respond no later than April 19th, 2024.

This shall not be construed as a Request for Proposal or as an obligation on the part of the Government.  The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited.
