Description


The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), intends to issue a request for proposal (RFP) for the production of the 120mm, Advanced Multi-Purpose (AMP) M1147 High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridge, utilizing Other than Full and Open Competition procedures. Competition for the prime contractor, Picatinny Arsenal Explosive ? 3 (PAX-3), primer, tracer, warhead bodies, bis(dinitropropyl) acetal/formaldehyde (BDNPA/F), and Cartridge Load, Assemble and Pack (LAP) will be limited to sources within the U.S., its outlying areas or Canada. The 120mm M1147 AMP Cartridge is the next-generation tactical High Explosive (HE) cartridge fired from an M256 120mm Smooth Bore Cannon mounted on the Abrams Main Battle Tank. The round provides the Warfighter with capabilities to defeat Anti Tank Guided Missile (ATGM) teams at extended range, dismounted massed infantry, bunkers, double reinforced concrete walls, tanks, light armor, and obstacles. Additionally, the AMP M1147 consolidates the capabilities of four existing 120mm munitions, resulting in a reduced logistical burden while also allowing the Warfighter to battlecarry a single munition for multiple engagement scenarios. The AMP M1147 Cartridge will be built in accordance with a Technical Data Package (TDP) and Detail Specification (DTL). PLANNED ACQUISITION: The solicitation utilizes other than Full and Open Competition pursuant to the authority of Title 10 United States Code (U.S.C.) Section 3204(a)(3)(A), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The Government intends to award a single five-year, Requirements contract, with Firm Fixed Priced (FFP) orders. The contract will consist of five 12-month ordering periods for Fiscal Years (FYs) 25-30. Posting includes RFP W15QKN-24-R-0042 and twelve (12) Attachments. The additional six (6) CUI documents shall be sent DoD SAFE after confirmation and approval of required documents for distribution.
