What is FEMA? The Federal Emergency Management Agency (FEMA), an agency of the U.S. Department of Homeland Security created in 1978 and enacted in 1979, coordinates responses to disasters and state emergencies throughout the U.S. This agency gets involved when disaster response exhausts the resources of local and state authorities. FEMA turns to contractors to provide services and products after a disaster. These contracts can be for short-term (bottles of water) products and long-term (construction) services.
What Does FEMA Do? While the agency’s primary role is ground support during and after emergencies and disasters, the agency is also heavily involved in pre-disaster mitigation. Pre-disaster mitigation includes identifying risks to reduce potential injuries, property loss, and recovery time. The agency regularly assists recovery efforts after hurricanes and other weather-related disasters, wildfires, tornadoes, and snowstorms. It also provides state and local governments with experts in specialized fields, funding for rebuilding efforts, relief funds for infrastructure, and extensive response personnel training.
When Does FEMA Issue Contracts? Before and after a disaster strikes, FEMA needs help from contractors. The 2020 Disaster Relief Fund for FEMA is $14.5 billion dollars, so if there are disasters, there will be many contracts granted. These contracts can last years. In the decade after Hurricane Katrina, there were still contracts being written for relief work.
How Do You Qualify for FEMA Contracts? To qualify for FEMA contracting, a business only needs a valid System for Award Management (SAM) registration. The best time to register in SAM for this type of work is before the disaster hits. If you wait until it's on the evening news, then you've likely missed your chance to get involved. If your business provides products or services used during disaster relief, you should consider maintaining a valid and complaint registration. Having a compliant SAM registration means getting right to work when the next disaster strikes.
